Procedure
0. In a large bowl, combine the ground beef, chopped onion, garlic, parsley, cumin, coriander, black pepper, chili powder (if using), and salt. Knead the mixture well with your hands until smooth.
1. Divide the dough into small portions and shape them into oval patties (similar to small cylinders). In a pan, heat a drizzle of olive oil and sear the kafta on all sides until golden brown. It's not necessary to cook them completely; they'll finish cooking in the sauce. Set aside.
2. In the same pan, add another drizzle of olive oil and sauté the onion until translucent. Add the minced garlic and continue sautéing for another minute. Add the sliced peppers and cook for a few minutes until softened.
3. Add the peeled tomatoes, tomato paste, paprika, cumin, sugar, salt, and pepper. Stir well. Add the water or beef broth and bring to a boil. Reduce the heat and simmer the sauce for about 15 minutes, until slightly thickened.
4. Add the browned kafta to the tomato sauce and simmer over low heat for another 20-25 minutes, until the kafta are cooked through and the sauce is thick and flavorful. Taste the sauce and add salt if necessary.
5. Toast the pine nuts in a separate pan until golden. Garnish the dish with toasted pine nuts and a little chopped fresh parsley. Serve the Kafta in tomato sauce hot, accompanied by white rice or pita bread.
